           Every year the National Crime Records Bureau publishes their annual report on the situation of crimes recorded from all parts of the country.  For this reason they call for monthly reports from all the district police Hqrs through the State Govts. and compile these reports in Delhi.  It is possible to analyse these reports and find the trend of crimes over a period of time.

           Any reference to the State of Bihar invokes peculiar reactions.  Reports are read every day about high number of crimes committed in one or other place in Bihar.  These reports include the instances of groups killing each other, groups keeping their own private armies, groups perpetating gang rapes and so on, and yet the number of crimes as reported from various districts in Bihar are quite low as compared to the number of crimes reported from other districts in the country.  One can only say that the absence of evidence is not necessarily an evidence of absence of crimes in Bihar.

           Discounting the possible gap in reporting, if one has to analyse the trend shown by the reported figures of crimes against women, then a good starting point is obviously the study of the crime of rapes.

           In dealing with the subject of rape, one is not only required to discount the non-reporting of individual instances of rape or gang-rape, but one is acutely aware of the fact that even NCRB does not ask for separate reports of gang-rape although many instances are reported heavily in newspapers.  Hence, at the outset one recommendation can be made that the NCRB must start keeping a separate record of all gang rapes, mass rapes or rapes by one community on the other as a result of communal disharmony and revenge psyche.

           As a part of my study of crime against women in Bihar, I analysed the data of 8 years from 1991 to 1998 and made a divisionwise analysis of the erstwhile combined State of Bihar which is now bifurcated into the States of Bihar and Jharkhand.  The divisionwise 8-year data is shown in Chart 1.  Some of the notable points are -

    The highest rate of rapes is shown by Gumla district (484 for one crore population) which is on the south-west side of Bihar and Kishanganj (469 per one crore population) which is on the north-east side of Bihar.  The rest of the districts show lower rates.  It is strange as to how these two districts with diagonally opposite geographical locations have shown such high trend of rapes against women.

           The Purnia division comprising Kishangunj, Purnia, Katihar and Araria districts is at the top of the crime of rape.  This division is touching Nepal on its north and West Bengal on its east side.

           The next three districts having high rate of rapes are Muzaffarpur (146),  Betiah (112) and Jahanabad (105) rapes per crore population.

          In the Jharkhand area the highest rate of rape is recorded in Gumla (484), Lohardaga (351), Dumka (270), Ranchi (243) and Deoghar (233).
